Mitch Butta is currently the Sector Director, Global Industrial Positioning, Northrop Grumman Mission Systems sector. In this position Mitch has overall responsibility for the development of industrial strategies which leverage existing and expanding
international industrial partnerships. This role supports the sectors international growth objectives and growing offset obligations. Mitch joined the company in 1985 and has held a variety of positions related to international business.
Mitch received his bachelor’s degree in computer science from the University of Baltimore and is currently a member of the Board of Directors of the World Trade Center Institute and is the Vice Chairman of the Global Offset and Countertrade Association

James has led Sikorsky’s Offset function since 2007, a period of significant growth. During his tenure, Sikorsky has completed or solidified plans to complete obligations in many international markets including solutions contributing to sales
in Austria, Canada, Sweden and Slovakia. His has implemented financial controls resulting in significant cost savings and is active in the DIOA and GOCA as a member of the Executive Committee (10 years) and Treasurer.
Previous Sikorsky roles include: Program Business Manager for Turkey Programs, leading the Turkey Navy acquisition team; Financial Controller of Sikorsky’s Naval, Coast Guard and Executive Transport programs. Before joining Sikorsky he was a
management consultant in health care.

Carlos leads GE Trading & Offset marketing and sales support to the GE Businesses with primary responsibility for Latin America & Sub Sahara Africa. Presently, he is actively using Counter-trade/Offset as vital marketing tools to help GE sell aircraft
engines, power plants, oil & gas and medical equipment in selected markets/countries with offset requirements.
Carlos is an executive board member of the Global Offset and Countertrade Association, Chair of the Greater Philadelphia Hispanic Forum Hub a GE voluntary member organization whose mission is to attract, retain & develop Talent in GE.
Carlos joined GE in June 1994 on the Technical Leadership Program after he graduated from Union College in Schenectady, New York with a B.S. in Mechanical Engineering. Carlos worked as Black Belt, Materials Manager, Trade Specialist and has held a number
of positions with increasing responsibility working at GE Energy, Transportation, Consumer and Industrial as well as GE Licensing.

Elizabeth MacIntosh, director of Raytheon’s corporate offset organization, Global Partnering and Offsets, coordinates company offset activities across more than two dozen countries. Elizabeth also served in international business development
and contracts at Raytheon from 2003-2008. Previous positions included Director of Business Development for San Diego-based International Launch Services, (the Lockheed Martin-Khrunichev joint venture that marketed the Atlas and Proton rockets
for commercial satellite launches), founding partner and Chief Operating Officer of Nexel Inc., and Marketing Manager, Commercial Business Development with Hughes Space and Communications in El Segundo, California. Elizabeth holds a B.A. from

Enrique Navarro got his degree in Law and PhD in Economics by University of Madrid and he holds a MBA by the High Center of Studies on Business, Barcelona. He graduated as lieutenant of the Spanish Air Force in 1989. Between 1990 to 1993 he was the director of the department of financial control at Spanish Army headquarter at Barcelona. Since 1993 to 2007, he worked in different positions for the Spanish Government.
Director of the Economic Office of SMoD, Senior advisor of the State Secretary for Defence; director of the Real Estate MoD management program; Assistant managing director at the Industrial cooperation Agency; director of international military sales agency at MoD Agency, Isdefe, and Special commissioner of the Spanish Government in Iraq. Today, he is chairman of MQGlobalNet, a consultancy firm focused in International finance with offices in five countries; He is Business Development Director and partner at Rodriser Aeronautic Spanish Industry; Vice President and Partner at World Health Management, a World wide consultancy firm specialized in health and Managing Director of Hermitage Global Ltd.
He usually collaborates in different national Spanish mass media. He is author of four books: “ The private finance Initiative in defense programs”; “A new relation between companies and government: The partnering”; “Spanish Defense budgets since 1990 until 2015:an economic analysis” and a novel “ Cristoforo” about the life of Christopher Columbus. Dr. Michael Thome is a 36-year veteran of Rockwell Collins, where he has spent the last nine years working offsets/industrial participation projects. Dr. Thome is a member of the Global Offset and Countertrade Association’s executive committee,
assisting in the agenda development of the organization’s bi-annual conferences.
Dr. Thome is a frequent lecturer at the University of Iowa, Iowa State University, Drake University and Mount Mercy University. Dr. Thome received his DBA from St. Ambrose University.

Ms. Soderstrom serves as the Vice President and Head of Industrial Cooperation for Saab AB, a Swedish aerospace and defense company. She has worked at Saab AB since 1991, starting as a Quality Engineer in the Improvement Management division. Ms Soderstrom went o to work in various departments of Saab AB before coming to her current position, serving as Project Manager for Process Management, Quality Director for Saab Aerostructures, Defense Industrial Participation Manager of Gripen South Africa, Deputy Director of Gripen South Africa, and Director of Industrial Cooperation.

Mr. Viktor is currently Chairman, Global Offset and Countertrade Association, the world's largest international offset and countertrade organization, a position he has held since 2009. In addition, he is the CEO, CFV Global Advisory Service LLC.
He is an advisor to both governments and international corporations. Mr. Viktor is a seasoned executive with over 30 years of experience in creating, developing and implementing industrial partnerships/offset programs worldwide. He recently retired from
the Lockheed Martin Corporation as Director, Industrial Participation for Lockheed Martin Corporation's Missiles and Fire Control Business Area. His responsibilities included the offset program management of both new business initiatives and existing
industrial participation commitments in the Africa and Middle East region with total offset obligations of over $3B. Cary was also the Corporate offset lead for the Kingdom of Saudi Arabia and the Sultanate of Oman. Prior to that position he was
Director, Industrial Participation for Lockheed- Martin Corporation's Electronics Systems Business Area. His responsibilities included management and coordination of all industrial participation activities worldwide for 3 business units with 16
locations in the U.S., Canada, and U.K., with total offset obligations of over $6B. Prior to joining Lockheed Martin in 1998, Cary held management positions of increasing responsibility with McDonnell Douglas/Boeing, General Dynamics Corporation,
Sears World Trade, and the International Harvester Company.
Cary is on the Advisory Board of Stratesphere and has served on a number of other boards and working groups to include the EMAAR Knowledge Company and the International Forum for Ethical Business Conduct (IFBEC).
Cary received his MBA in Management and a BS degree in Marketing from Drake University. He was commissioned in the U.S. Army and is a Vietnam veteran.

governments and universities. He is a recognized expert in assisting companies to leverage offset and economic development programs as vehicles to fund their global growth. Most importantly, Dov has a great network of trusted relationships in
the global arena! Mr. Hyman is also the Director of Conferences and Lead Host for the GOCA.

Tom has 30 years of international business experience who, along with 5 industry experts, founded Constructive Edge (CE) in 2016. CE is a professional services firm, which informs and aids aerospace, defense and civil companies in creating innovative
offset and IP partnerships and solutions with offices around the world. Tom leads the CE USA affiliate. As founder and president of Corvitex Corporation since 2003, Tom has created innovative partnerships supporting SME’s grow international
markets through the use of industrial participation and offset obligations.
He progressed through management roles during 14 years with Alcatel Lucent spanning telecom infrastructure customer service, development program management, and product management roles.
Tom has a B.A., an MBA in international management from Thunderbird and a Certificate in Management from Duke Fuqua School.
Laurence Van Bockel

Born and educated in Belgium, she first completed a Master in Law and then followed in the footsteps of her father, Louis Van Bockel, who was one of the pioneers in the field of offsets and import reduction challenges imposed by governments.
Laurence founded and manages one of Constructive Edge EU affiliates, based in Belgium, whose core business is to identify business ventures to the interest of CE’s clients related to sales in the framework of public procurement.
She is since 8 years on the board of the executive committee of GOCA serving both as Secretary and Legal Counsel.

David is founder and President of Fremont Group, LLC since 1994. Fremont’s business includes private equity advisory, origination and investment in international joint ventures and offset projects primarily in Europe, India and the Middle East.
David co-founded and is Chief Operating Officer of Biovec, LLC and Biovec Transfusion, LLC., both biotechnology research companies involved in gene therapy and platelet preservation technologies with research activities in the Netherlands, Denmark
and the United States. As a principal or consultant, David has been involved in over $10 billion of acquisitions, development and financings. David serves on the Governing Board of the Bulletin Of The Atomic Scientists and was an Executive Board
Member of the U.S.-India Business Council for over 15 years.
