Mr. Viktor is currently Chairman, Global Offset and Countertrade Association, the world's largest international offset and countertrade organization, a position he has held since 2009. In addition, he is the CEO, CFV Global Advisory Service LLC.
He is an advisor to both governments and international corporations. Mr. Viktor is a seasoned executive with over 30 years of experience in creating, developing and implementing industrial partnerships/offset programs worldwide. He recently retired from
the Lockheed Martin Corporation as Director, Industrial Participation for Lockheed Martin Corporation's Missiles and Fire Control Business Area. His responsibilities included the offset program management of both new business initiatives and existing
industrial participation commitments in the Africa and Middle East region with total offset obligations of over $3B. Cary was also the Corporate offset lead for the Kingdom of Saudi Arabia and the Sultanate of Oman. Prior to that position he was Director,
Industrial Participation for Lockheed- Martin Corporation's Electronics Systems Business Area. His responsibilities included management and coordination of all industrial participation activities worldwide for 3 business units with 16 locations in the
U.S., Canada, and U.K., with total offset obligations of over $6B. Prior to joining Lockheed Martin in 1998, Cary held management positions of increasing responsibility with McDonnell Douglas/Boeing, General Dynamics Corporation, Sears World Trade,
and the International Harvester Company.
Cary is on the Advisory Board of Stratesphere and has served on a number of other boards and working groups to include the EMAAR Knowledge Company and the International Forum for Ethical Business Conduct (IFBEC).
Cary received his MBA in Management and a BS degree in Marketing from Drake University. He was commissioned in the U.S. Army and is a Vietnam veteran.

Mitch Butta is currently the Sector Director, Global Industrial Positioning, Northrop Grumman Mission Systems sector. In this position Mitch has overall responsibility for the development of industrial strategies which leverage existing and expanding
international industrial partnerships. This role supports the sectors international growth objectives and growing offset obligations. Mitch joined the company in 1985 and has held a variety of positions related to international business.
Mitch received his bachelor’s degree in computer science from the University of Baltimore and is currently a member of the Board of Directors of the World Trade Center Institute and is the Vice Chairman of the Global Offset and Countertrade Association
Laurence Van Bockel

Born and educated in Belgium, she first completed a Master in Law and then followed in the footsteps of her father, Louis Van Bockel, who was one of the pioneers in the field of offsets and import reduction challenges imposed by governments.
Laurence founded and manages one of Constructive Edge EU affiliates, based in Belgium, whose core business is to identify business ventures to the interest of CE’s clients related to sales in the framework of public procurement.
She is since 8 years on the board of the executive committee of GOCA serving both as Secretary and Legal Counsel.

Dr. Michael Thome is a 36-year veteran of Rockwell Collins, where he has spent the last nine years working offsets/industrial participation projects. Dr. Thome is a member of the Global Offset and Countertrade Association’s executive committee,
assisting in the agenda development of the organization’s bi-annual conferences.
Dr. Thome is a frequent lecturer at the University of Iowa, Iowa State University, Drake University and Mount Mercy University. Dr. Thome received his DBA from St. Ambrose University.

James has led Sikorsky’s Offset function since 2007, a period of significant growth. During his tenure, Sikorsky has completed or solidified plans to complete obligations in many international markets including solutions contributing to sales in
Austria, Canada, Sweden and Slovakia. His has implemented financial controls resulting in significant cost savings and is active in the DIOA and GOCA as a member of the Executive Committee (10 years) and Treasurer.
Previous Sikorsky roles include: Program Business Manager for Turkey Programs, leading the Turkey Navy acquisition team; Financial Controller of Sikorsky’s Naval, Coast Guard and Executive Transport programs. Before joining Sikorsky he was a management
consultant in health care.
James has a B.S. in Health Systems Management, an MBA in Finance and a Certificate in Management Accounting.

Her team is responsible for developing and implementing BDS industrial participation programs in support of international defense sales, building alliances and partnerships to enable future growth in existing and new markets, and working with business units to develop organic growth in international markets. In this role she is also a member of the BDS Global Sales & Marketing leadership team.
Prior to this role, Laine was vice president of Northern Europe for Boeing International based in Amsterdam representing Boeing at the corporate level. There she was responsible for new business development, industrial and technology partnership opportunities, corporate citizenship projects and expanding the company's presence in the region.
Previously, Laine was a part of the international market strategy organization responsible for strategic alliances and expansion of Boeing's defense business in Asia. Laine has also served in the same capacity in Europe.
From 2006-2010 Laine served as the manager of Europe and Australia in Boeing's Global Services and Support business with a focus on growing the company's sustainment business. Prior to that, she served as the industrial participation country manager for the Nordic region and Switzerland. She has also worked in Helsinki on the Finnish F/A-18 program. In these roles, she led the development and successful execution of Boeing's industrial participation programs valued at more than $5 billion.
Prior to joining Boeing in 1993, Laine worked at Pacific Intertrade Corporation in California, focused on launching small-and-medium-sized U.S. companies into the Asian market. She also worked in Washington, D.C. at the U.S. Department of Commerce, International Trade Administration as the assistant desk officer for the Nordic region, and at the U.S. Embassy in Helsinki on the commercial desk. Laine has an MBA from the Thunderbird School of Global Management and a bachelor's degree in political science and international relations from the University of California Santa Barbara. Laine was born in Finland, spent her childhood in Sweden and moved to the United States in 1975. Her native languages include Finnish, Swedish and English, and she is also proficient in French and Spanish. She is married and has two daughters ages 17 and 14.

contracts at Raytheon from 2003-2008. Previous positions included Director of Business Development for San Diego-based International Launch Services, (the Lockheed Martin-Khrunichev joint venture that marketed the Atlas and Proton rockets for commercial

Enrique Navarro got his degree in Law and PhD in Economics by University of Madrid and he holds a MBA by the High Center of Studies on Business, Barcelona. He graduated as lieutenant of the Spanish Air Force in 1989. Between 1990 to 1993 he was the director
of the department of financial control at Spanish Army headquarter at Barcelona. Since 1993 to 2007, he worked in different positions for the Spanish Government.

In this role she is responsible for developing the company's global strategic partnerships and industrial participation efforts with an emphasis on new international business in addition to managing all global offset obligations. In her previous role, Jennifer served as the Director Global Sourcing and Outsourcing for Bell and was responsible for the strategy for make to buy outsourcing projects, a portfolio of complex international supply chain consolidation transitions, global procurement offset requirements and the global supply chain network supporting all military and commercial programs. Since joining Bell she has worked in numerous roles including Engineering where she led a team of engineers in designing the 525 Relentless, Government Compliance Audit as the lead for government audit across Textron business units, and multiple Material Management and Contracts Compliance roles.
Jennifer joined Bell in 2003 from TPG Capital, a private equity investment firm where she was a Senior Accountant. She previously held positions at PricewaterhouseCoopers and DR Horton focused on internal audit. Jennifer earned a double major Bachelor degree in Finance and Accounting as well as a Master of Accounting degree; both from Texas Christian University. She also completed Textron's Global Executive Leadership Program at University North Carolina Kenan-Flagler Business School and in the Executive Leadership Impact Group Leadership Lab.
She has served as the Board of Director President of Girls Inc. of Tarrant County inspiring girls to be strong, smart and bold, is an active member of Leadership Women Inc., graduating from both the Power Pipeline and Leadership Texas programs, is a member of the March of Dimes March for Babies Executive Leadership Team, and is an active patron of the Performing Arts of Fort Worth. Tom has 30 years of international business experience who, along with 5 industry experts, founded Constructive Edge (CE) in 2016. CE is a professional services firm, which informs and aids aerospace, defense and civil companies in creating innovative
offset and IP partnerships and solutions with offices around the world. Tom leads the CE USA affiliate. As founder and president of Corvitex Corporation since 2003, Tom has created innovative partnerships supporting SME’s grow international markets
through the use of industrial participation and offset obligations.
He progressed through management roles during 14 years with Alcatel Lucent spanning telecom infrastructure customer service, development program management, and product management roles.
