Faisal Addas

Faisal Addas is an experienced project management and business development professional in petrochemical and mining industries from two of the largest Middles East and North Africa’s joint stock companies; SABIC and Ma’aden.

His experience includes the execution of Saudi Kayan Petrochemical project, one of the largest petrochemical complexes in the world, located in Jubail Industrial City, Saudi Arabia.

He also worked on the development and establishment of Wa'ad Al-Shamal, a Bn mining city on 440 square kilometers, for phosphate upstream and downstream projects including fertilizers, food and feed phosphate grades.

In 2015, he led several supply chain strategic global initiatives in SABIC including global network modeling and Latin America market growth.

Faisal is currently leading SABIC local content investment development program to enable in Kingdom industrial opportunities aligned with Saudi National Industrial Strategy and/or SABIC procurement supply, downstream conversion and technology. The initiative aim to enable the Saudi Vision 2030 and it includes investment opportunity assessment, feasibility study development, technical support, financial accessibility and workforce development.

He was recently appointed as a board member in NUSANED Fund, a new private equity fund established to invest in industrial small and medium enterprises.

Mitch Butta is currently the Corporate Director, International Integrated Global Supply Chain for Northrop Grumman Corporation. In this position Mr. Butta is responsible for the continued establishment of the GSC international supply chain concept of operations in conjunction with the functional & country strategy and business requirements for delivering operationally efficient solutions and industrial participation across the globe. Mr. Butta also leads the Corp GSC International Community of Practice (ICoP) which facilitates cross-corporation collaboration on all matters related to increasing the effectiveness of NGC’s Global Supply Chain. He also chairs the Enterprise Offset Working Group (EWOG) team that coordinates the company’s global offset and industrial participation requirements. In his previous position Mr. Butta had overall responsibility for the development of industrial strategies which leveraged existing and expanding international industrial partnerships at the Mission Systems sector. That role supported the sectors international growth objectives and growing offset obligations. In collaboration with the divisions Mr. Butta assisted in offset project development to support contractual obligations, chaired the sector’s Offset Working Group and maintained sector metrics on offset.

Mr. Butta joined the company in 1985 and has held a variety of positions related to international business. He supported the establishment of the first international electronic repair center, the Pacific Electronics Service Center in Singapore, held positions within several joint ventures first in Abu Dhabi under Westinghouse Gulf, as the FMS program manager on Longbow AH-64D Apache with Lockheed Martin and again with Lockheed Martin as part of their Polish joint venture, Bartimpex. Most recently, Mitch served as Director, International Operations, managing the Intelligence, Surveillance, Reconnaissance & Targeting (ISR&T) Division’s offset and industrial partnership activities. Since 2006 he led the extensive industrial participation activities for F-35 and was a key member of the team which collaborated with Mitsubishi Electric to secure the selection of the F-35 in Japan.

Mr. Butta received his bachelor’s degree in computer science from the University of Baltimore and is currently a member of the Board of Directors of the World Trade Center Institute is the Vice Chairman of the Global Offset and Countertrade Association (GOCA) and holds a seat on the Aerospace Industry Association (AIA) Offset Working Group.

The Honorable Mark William Lippert is vice president at Boeing International, based in Washington, D.C. Lippert joined Boeing in 2017. Prior to joining Boeing, he had a distinguished career in the United States Government that spanned approximately two decades and included series of senior-level positions across multiple agencies. 

From 2014-2017, he served as the United States Ambassador Extraordinary and Plenipotentiary to the Republic of Korea, based in Seoul.  He previously held positions in the Department of Defense, including as chief of staff to Secretary of Defense Chuck Hagel (2013-2014) and as Assistant Secretary of Defense for Asian and Pacific Security Affairs (2012-2013), the top official in the Pentagon for all Asia issues. Lippert also worked in the White House as chief of staff to the National Security Council in 2009.  

Lippert served in the uniformed military.  An intelligence officer in the United States Navy, he mobilized to active duty from 2009 to 2011 for service with Naval Special Warfare (SEALs) Development Group that included deployments to Afghanistan and other regions. From 2007 to 2008, he deployed as an intelligence officer with Seal Team One to Anbar Province, Iraq in support of Operation Iraqi Freedom.

Earlier in his career, Lippert served as a staff member in the United States Senate, where he worked on the Senate Foreign Relations Committee for then-Senator Obama; the Senate Appropriations Committee State-Foreign Operations Subcommittee for Senator Leahy, and for other Members of the Senate.  

His awards and decorations include the Bronze Star Medal for his service in Iraq, the Defense Meritorious Service Medal, and the Basic Parachutist Badge. He is also the recipient of the Department of Defense’s Distinguished Public Service Award and the Department of the Navy’s Distinguished Public Service Award.  

He graduated Phi Beta Kappa from Stanford University with a B.A. in political science and holds an M.A. in international policy studies from the same institution. He speaks Korean and also studied Mandarin Chinese at Beijing University. Lippert is married to Robyn E. Lippert who serves as a Senior Vice President at UnitedHealth Group and has two children, Sejun and Sahee. They live in Washington, D.C. with their basset hound, Grigsby.

LTC Kim is a Korean JAG officer and now working for the Korean Embassy in the U.S. as a legal affairs officer. In practice, LTC Kim belongs to DAPA which is the ROK’s defense procurement agency.

LTC Kim is responsible for dealing with various legal issues related to FMS and DCS, including offset issues. In addition, LTC Kim has worked on reviewing TEP(Test and Evaluation Program) MOA and RDP(Reciprocal Defense Procurement) Agreements with staff in DoD.

Before working for the Korean Embassy in the U.S., LTC Kim has served as Deputy SJA in the ROK-US Combined Forces Command and as SJA in the Republic of Korea Army the 8th Corps.

LTC Kim holds a Bachelor of Laws from Dongguk University in Seoul, Korea and a Master of Laws from Indiana University Bloomington.

Mayank is currently working with many International organisations doing business in India, establishing cooperation and joint-ventures with Indian companies. In addition he is working with Indian companies to facilitate export markets.

Previous to his current position, he was European Operations Director for L-3 Communications where he lead the re-structuring and re-building of European Business within the Space Market place.

Ambassador Stephen A. Seche is the executive vice president of the Arab Gulf States Institute in Washington.

He spent 35 years as a career U.S. Foreign Service officer. From 2011-13, Seche served as deputy assistant secretary in the Bureau of Near Eastern Affairs at the Department of State, with responsibility for U.S. relations with the GCC states and Yemen. He served as the U.S. ambassador to Yemen from 2007-10.

During the 2006-07 academic year, Seche was a visiting fellow at the University of Southern California, where he taught public diplomacy in the master’s degree program. On his return from Yemen, he spent a year at the Institute for the Study of Diplomacy at Georgetown University, leading a graduate seminar in the School of Foreign Service.

From February 2005 to August 2006, Seche served as charge d’affaires at the U.S. Embassy in Damascus, Syria; he was deputy of chief of mission for the six months prior. This was his second tour in Damascus. From 1999 to 2002, Seche was the counselor for public affairs and the director of the American Cultural Center. He spent the two years between his Damascus assignments as director of the Office for Egypt and Levant Affairs at the Department of State in Washington, DC.

Seche spent the first seven years of his Foreign Service career in public diplomacy positions in Guatemala, Peru, and Bolivia. Other overseas assignments have included Ottawa, Canada and New Delhi, India. He received his undergraduate degree from the University of Massachusetts at Amherst, and spent four years as a journalist before entering the Foreign Service.

He is married to Susan Canning; the couple has three daughters.

Anderson is also business editor of Jane’s Defence Weekly.

A frequent commentator on defence industrial matters in national and international media, Anderson was also a research fellow of the UK Defence Forum; a former contributor to both the London Royal United Services Institute (RUSI) and the Moscow Centre for the Analysis of Strategies and Technologies (CAST); and was a member of the defence export strategy board of UK defence and aerospace industry group, ADS. Prior to joining Jane’s over a decade ago, Anderson was a financial journalist. He has written for a series of regional and national publications including the UK Daily Mail and Financial Times.

He is currently a Founding Partner of Renaissance Strategic Advisors, a 39-person boutique aerospace/defense strategy, market insight and M&A planning and due diligence firm; and a Co-Founder/Operating Partner of Enlightenment Capital, an aerospace/defense private debt firm with $477 million of assets under management. Mr. Chao is a Registered Representative of and Securities Products are offered through BA Securities, LLC* (RSAdvisors and BA Securities, LLC are separate, unaffiliated entities).

Prior to establishing RSAdvisors in 2008 and Enlightenment Capital in 2012, Mr. Chao was the Director of Defense-Industrial Initiatives at the Center for Strategic and International Studies, a Washington D.C.-based, non-partisan defense and foreign policy think tank, from 2003-2007; where he still remains as a Senior Associate.

Before joining CSIS in 2003, Mr. Chao was a Managing Director and senior aerospace/defense analyst at Credit Suisse First Boston from 1999-2003, where he was responsible for following the U.S. and global aerospace/defense industry. He remained a CSFB independent senior adviser from 2003-2006. Prior to joining CSFB, Pierre was the senior aerospace/defense analyst at Morgan Stanley Dean Witter from 1995-1999. He served as the senior aerospace/defense industry analyst at Smith Barney during 1994 and as a director at JSA International, a Boston/Paris-based management consulting firm that focused on the aerospace/defense industry (1986-88, 1990-93). Prior to founding StrateSphere, Tariq held a managing partner position with The Ultimate Software Group/Midwest where he played a pivotal role in developing and executing a go-to-market strategy that resulted in an IPO. After a successful IPO, Tariq founded Venture Assets LLC, a company providing investment capital and strategic guidance for technology companies. In 2003, Tariq founded and acted as a managing partner at Intersource IT, a company focused on providing IT and business process outsourcing for US-based companies.

Since founding StrateSphere, Tariq has engaged in over a dozen joint ventures and strategic acquisitions, led the development and launch of the first entrepreneurship-focused college in the Kingdom of Saudi Arabia, and has played a role in driving strategic economic development agenda items in numerous GCC countries around human capital development, innovation, industrial development, and localization.

Tariq holds a Bachelor of Science in Civil Engineering, a Master of Science degree from The Ohio State University and a Doctoral Studies ABD from Penn State University. In addition to his commercial activities, Mr. Hyman has twenty plus years in a leadership role in organizing and managing the GOCA global meetings, where he (and the GOCA host teams) organize the Industrial Partnership Industry’s largest global “offset” meetings each year.

Mr. Hyman holds a BA from Brandeis University and an MBA from New York University. Mr. Hyman has also provided advisory services to numerous Industrial groups to assist them on leveraging Industrial Partnership programs to help them grow their global operations.

Prior to founding Dolin, Dov was a Senior Vice President at Ecoban Finance Limited, a merchant banking which specialized in International Trade Finance.

Dr Sheridan Kearnan commenced in the role as First Assistant Secretary Defence Industry Policy on 22 January 2018. Dr Kearnan’s responsibilities include the Defence Capability and Innovation Branch, which manages a consolidated innovation program and the associated portfolio of innovation investments; the Defence Export Controls Branch, responsible for managing Australia's export control of military and dual-use goods and technologies; and the Defence Industry Branch, which is accountable and responsible for Defence industry policy.

Prior to this, Dr Kearnan was Deputy Director of Australia's Defence Intelligence Organisation (2017); Minister Counsellor Defence Policy at the Embassy of Australia in Washington DC (2014-16) and Assistant Secretary Middle East, Pakistan and Afghanistan in the International Policy Division of the Australian Department of Defence (2010-12). Before her appointment as Assistant Secretary, Dr Kearnan was Adviser to the former Minister of Defence, Senator John Faulkner. Between January 2008 and June 2009, she was Director Afghanistan in International Policy Division.

Dr Kearnan's previous appointments also include Director ASEAN in International Policy Division (2005-07), Director Strategic Assessments in Strategic Policy Division (2004-05), and Senior Executive Assistant for Deputy Secretary Strategic Policy (2003). Dr Kearnan has also worked on Papua New Guinea and the Pacific in a number of areas of Defence.

Before entering government service in 1999, Dr Kearnan completed a PhD in International Relations and a Masters of Social Science (Asian Government) at the University of Queensland. Dr Kearnan also attended the 2013 course of the Royal College of Defence Studies in London.

Kate was appointed Head of Defence and Industry Policy at the Australian Industry Group in August 2017. The Australian Industry Group Defence Council is the principal voice for Australian defence industry.

Kate joined the Department of Defence in 1997 as a graduate in contracting.

Kate has extensive experience with Defence capability development having worked as Director, Chief of Staff, and Assistant Secretary within Capability Development Group, Capability Investment and Resource Division. This experience has equipped Kate with the knowledge and skills to manage the development of major capital equipment acquisition submissions for the Government.

In June 2010 Kate commenced her first SES role as the Assistant Secretary Investment Analysis. As the Assistant Secretary Investment Analysis, Kate was responsible for overseeing and directing the activities of the Investment Analysis staff in the contestability function and preparation of Ministerial and Cabinet submissions for the acquisition of new major capital equipment.

In April 2014 Kate was appointed as Assistant Secretary White Paper Enterprise Management to develop industry related Defence policy including Shipbuilding and the Defence Industry Policy Statement.

Having acted in the position of First Assistant Secretary Defence Industry Policy Division from 19 November 2015 Kate was formally appointed to the position on 01 March 2016. Kate was responsible for the effective implementation of the Government’s approach to Defence Industry policy.

Kate has a Bachelor of Laws (1st Class Honours) and Bachelor of Arts from the Australian National University.

From 1986 to 1988, Mr. Navarro was a Professor of Macroeconomics at the University of Madrid. He graduated as a Lieutenant from the Air Force Academy in 1990. From 1991 to 1993, Mr. Navarro was the Director of Economic management at the Barcelona Military Regional Headquarters. He continued his passion for economics from 1994 to 1996 as the General Director of the Economic Office of the Spanish MoD, in 2000 He was appointed managing director of Isdefe Industrial Cooperation agency. For seven years he was responsible for procurement, industrial cooperation agreements and military exports at SMOD. In the meantime, in 2003 Mr. Navarro was appointed Special Spanish Government Commissioner in Iraq, being responsible of the reconstruction of the country under the international transitional government.

In 2000, he founded Infodefensa, an internet media company specializing in defense. It is the number one internet media company in the Spanish world, with more than 5 million entries each month.

In 2008, he became the Founder and CEO of MQGlobalnet, a Spanish international trade consultancy company. Since 2010 to 2013 he was business development director or IBT, a project developer company with construction activities in seven LATAM countries. In 2014 he moved as CEO Intergroup Holding, a Swiss Oil Trading Company.

The following year, he was elected as a member of the board of Hermitage Group, a tourist service provider for Russian markets, and as a Partner and V.P. of World Health Management International, the biggest consultancy company in the healthcare sector. Additionally, he became the founder and CEO of the Global Hermitage, a Russian-Spanish Trading Company. Most recently, he became CEO of World Health Management Colombia and was named Chief Executive Officer for Rodriser Industria Aeronáutica Española in 2017. Rodriser changed its name in 2018 to Icarus Aerospace & Engineering, after the acquisition of the 100% of the shares.

He studied at Madrid University, where he graduated in 1986 with a PhD in Law and Economics. He continued his education at the Spanish Air Force Academy from 1988 to 1989. In 1989, he graduated as a Spanish Civil Servant and Comptroller under the Ministry of Finance. He later received an MBA at the Center of High Entrepreneurial Studies Barcelona in 1993. He has supported to different governments in implementing their offset policies since 2007 up today, and he has written several books about defence economics, budgeting and offsets. His four-decade-long career in Foreign Service included ambassadorships in Russia (1993–1996); India (1992–1993); to the United Nations (1989–1992); Israel (1985–1988); El Salvador (1983–1985); Nigeria (1981–1983); and Jordan (1974–1978). Additionally, he served as Under Secretary of State for Political Affairs from 1997 to 2000. He holds the rank of Career Ambassador, the highest in the U.S. Foreign Service.[6]

Early in his career, he was assigned to the U.S. embassy in Tanzania and later was Special Assistant to Secretaries of State William P. Rogers and Henry Kissinger. From 1978 to 1981, he served as Assistant Secretary of State for Oceans and International Environmental and Scientific Affairs.

As Ambassador to Israel, Pickering led the United States' criticism of an Israeli policy that expelled Palestinians accused of instilling uprising.[11] Pickering stressed to Israeli Prime Minister Yitzhak Shamir that the United States considered the actions illegal and unhelpful for peace efforts.[12]

President George H.W. Bush's appointment of Pickering as United States Ambassador to the United Nations was approved almost unanimously in the United State Senate in 1989 with no dissentions and only one abstention.[13] Pickering played a critical role as Ambassador during the First Gulf War, when he helped lead the United Nations Security Council's response to Iraq's invasion of Kuwait.[14] Bush's decision to move Pickering from the United Nations to become the United States Ambassador to India was highly criticized given Pickering's successful tenure. The New York Times declared that Pickering was "arguably the best-ever U.S. representative to that body" [15] and that the move was made simply because he overshadowed Secretary of State James A. Baker during the Persian Gulf Crisis.[16] Pickering's last ambassadorial appointment was made by President Bill Clinton who designated him United States Ambassador to Russia.

From 1997 to 2001, Pickering served as Under Secretary of State for Political Affairs, the number-three position at the State Department. In 1998, he was a special envoy to Nigeria and was meeting with imprisoned leader M. K. O. Abiola on the day of his release.

Following his retirement from the Foreign Service in 2001, Pickering served as Senior Vice President for International Relations at Boeing until 2006. Currently he is serving as independent board member at the world's biggest pipe company, OAO TMK, in Moscow. At present, he is affiliated with the International Crisis Group and currently serves as its Co-Chair and oversees their international actions as a co-chair. In addition, he is Chairman of the Center for the Study of the Presidency and Congress, Chairman of the Institute for the Study of Diplomacy, Chairman of the American Academy of Diplomacy, Chairman of the Rostropovich-Vishnevskaya Foundation, and a member of the Board of Advisors of the National Bureau of Asian Research and the Global Panel Foundation based in Berlin, Prague and Sydney.

Richard L. Armitage became president of Armitage International in March 2005. Previously, he served as deputy secretary of state, having been confirmed by the U.S. Senate on March 23, 2001. Prior to that, he was president of Armitage Associates L.C. from May 1993 until March 2001. From March 1992 until May 1993, Mr. Armitage (with the personal rank of ambassador) directed U.S. assistance to the newly independent states (NIS) of the former Soviet Union. From 1989 through 1992, Mr. Armitage filled key diplomatic positions as presidential special negotiator for the Philippines Military Bases Agreement and special mediator for water in the Middle East. President George H.W. Bush sent him as a special emissary to Jordan’s King Hussein during the 1991 Gulf War. In the Pentagon from June 1983 to May 1989, he served as assistant secretary of defense for international security affairs. In May 1975, Mr. Armitage came to Washington as a Pentagon consultant and was posted in Tehran, Iran, until November 1976. Following two years in the private sector, he took the position as administrative assistant to Senator Robert Dole of Kansas in 1978. In the 1980 Reagan campaign, Mr. Armitage was senior adviser to the Interim Foreign Policy Advisory board, which prepared the president-elect for major international policy issues confronting the new administration. From 1981 until June 1983, Mr. Armitage was deputy assistant secretary of defense for East Asia and Pacific affairs. Born in 1945, Mr. Armitage graduated in 1967 from the U.S. Naval Academy, where he was commissioned an ensign in the U.S. Navy. He served on a destroyer stationed on the Vietnam gunline and subsequently completed three combat tours with the riverine/advisory forces in Vietnam. Fluent in Vietnamese, Mr. Armitage left active duty in 1973 and joined the U.S. Defense Attaché Office, Saigon. Immediately prior to the fall of Saigon, he organized and led the removal of Vietnamese naval assets and personnel from the country. He has received numerous U.S. military decorations, as well as decorations from the governments of Thailand, the Republic of Korea, Bahrain, and Pakistan. Her Majesty the Queen appointed Mr. Armitage an Honorary Companion of the New Zealand Order of Merit on June 6, 2011. On October 13, 2010, he was appointed an Honorary Companion of the Order of Australia. And on December 15, 2005, he was awarded a KBE and became a Knight Commander of the Order of St. Michael and St. George. The president of Romania conferred upon Mr. Armitage Romania's highest civil order, the Order of the Star of Romania, with the rank of commander. Mr. Armitage currently serves on the Boards of Directors of ConocoPhillips, ManTech International Corporation, and Transcu Ltd. He is a member of the American Academy of Diplomacy and the Board of Trustees of the Center for Strategic and International Studies. Vikram Mahajan

Jennifer Potts is the Director, Industrial Participation and Offsets for Bell. In this role she is responsible for developing the company’s global strategic partnerships and industrial participation efforts with an emphasis on new international business in addition to managing all global offset obligations.

In her previous role, Jennifer served as the Director Global Sourcing and Outsourcing for Bell and was responsible for the strategy for make to buy outsourcing projects, a portfolio of complex international supply chain consolidation transitions, global procurement offset requirements and the global supply chain network supporting all military and commercial programs.

Cary is currently Chairman, Global Offset and Countertrade Association, the world's largest international offset and countertrade organization, a position he has held since 2009. He is also on the Advisory Board of Stratesphere and has served on a number of other boards and working groups to include the EMAAR Knowledge Company and the International Forum for Ethical Business Conduct (IFBEC).

Cary received his MBA in Management and a BS degree in Marketing from Drake University. He was commissioned in the U.S. Army and is a Vietnam veteran.

John previously served as Director of Offset at Motorola for 20 years. In this position, John was responsible for worldwide offset/countertrade governance. His duties include advising Motorola business units on appropriate business development strategies, organizing reciprocal trade and investment programs in support of sales, negotiating major offset agreements, and approving all Motorola offset and countertrade activities. In 2011, John assumed responsibility for global cash management at Motorola, in addition to his prior offset/countertrade role. Prior to joining Motorola, John held a number of countertrade management positions with 3M, where he developed countertrade programs worldwide.

John has been actively involved since 1990 with the Global Offset and Countertrade Association (GOCA), which is the world’s leading countertrade/offset organization, and includes many of the larger U.S. and European defense and electronics companies. John is a past chairman of GOCA, and served on its board of directors for 14 years. John is also an active member of the U.S. Defense Industry Offset Association (DIOA), which includes the largest U.S. defense contractors.

Mr Elias Malapane is a South African male who was born in the Burgersfort town which is just above 300 kilometres from Pretoria, the capital city of South Africa. Honours Degree from the University of the North as well as Masters in Business Administration (MBA) from the University of Pretoria.

He started working in the then Department of Economic Affairs and Planning in the Limpopo Province for a number of years until 2003 when he joined the National Department of Trade and Industry (the dti). Within the Department of Trade and Industry, Mr Malapane involved in management and administration of the Offset Program which is known in the South African context as the National Industrial Participation Programme (NIPP).

The Offset Program in South Africa is applied in defence and non-defence procurement of goods and services by the state. Within the non-defence procurement it is applied across several industry sectors namely, automotive, aerospace, energy, rail and transport, oil and gas, information communication technology, marine as well as pharmaceuticals. Since joining the dti in 2003, Mr Malapane had been given the responsibility to manage, at some point, Offset Obligations arising from government procurement of defence, automotive, energy, rail & transport, pharmaceuticals and aerospace goods and services. He is currently managing Offset Obligations arising from energy and aerospace industry sectors.. Thus, Mr. Malapane has a vast experience in Offset Programme application and management.

Admiral Fernando Cerdan is a native of Lima. Peruvian naval officer, graduated from the Naval Academy in 1983. He is a career submarine officer, and also a specialist in Submarine Weapons. At sea, his assignments include submarines B.A.P. “CASMA” (ex - SS-31) and B.A.P. “ANTOFAGASTA” (SS-32), where later on he would assume the position of Executive Officer. He completed his command tour aboard submarine B.A.P. “ISLAY” (SS-35).

He completed the OFFSET course in Peru and Spain, having actively contributed at the Conferences of the Global Offset and Countertrade Association (G.O.C.A.), as a participant and speaker since 2009.

Admiral Cerdan served as junior officer in charge of the Bravo Company for the Marine Battalion Nº 3 located in the Peruvian rainforest, against terrorism and illicit drug traffic; and as senior officer he was Head of Planning, Programs and Budget of the General Directorate of Economy; Secretary Officer of the General Directorate of Material of the Navy; Head of the Electronic Section at the Industrial Services of the Navy; Naval Attaché in Chile and Chief of Staff of the Submarine Force.

He was promoted to Rear Admiral in 2009, his first flag assignment was Director for the Material Resources for the Ministry of Defence. Later on, he assumed as the Director of Naval Readiness. In 2012 he served as Commander of the Submarine Force for a period of two years.

His staff assignments also included Chief of Staff of the General Staff of the Navy. On October 2014, the government awarded him the rank of Vice Admiral, being his first assignment as General Inspector of the Navy.

In 2017, he assumed the position of Pacific Operations General Commander, working successfully for two years.

On October 30th of 2018, the Peruvian Government conferred him the highest position in the Peruvian Navy, Commander of the Navy.

He earned a Master’s Degree in Business Administration (MBA) and Human Resources Management from the University of the Pacific. Furthermore, he completed the Advance Program on Business Management at the Graduate School of Business (ESAN); the Senior Executive Management for Defence at Centrum Catholica Business School (CENTRUM) and the Senior Management Program at the University of Piura.

He is married with Mrs. Maria Del Carmen Luna, and has two children, Jean Pierre and Jean Paul.

Vikram J. Singh is Senior Advisor, Defense and Aerospace, at the U.S. India Strategic Partnership Forum. Singh has been a leader of innovation and transformation in public policy and global affairs at the U.S. Department of Defense, Department of State, and major non-profits. His company, Red Cedar Global Strategies, advises government, corporate and civil society clients on policy and technology challenges, program design, and risk across Asia. He is currently Senior Advisor for Asia at the United States Institute of Peace (USIP) and Senior Fellow for National Security, Democracy and Technology and the Center for American Progress (CAP). From 2012 to 2014, Singh was Deputy Assistant Secretary of Defense for South and Southeast Asia. He helped transform American policy in the region, running successful negotiations over U.S. military access with Australia, the Philippines, and Singapore and developing new defense arrangements with New Zealand and Vietnam. His team conceived of and ran the U.S. – India Defense Trade and Technology Initiative and developed plans for the Southeast Asia Maritime Security Initiative.

Singh was Deputy Special Representative for Afghanistan and Pakistan at the Department of State until 2011, where he developed a political-military strategy for reconciliation efforts to end the war. He represented the United States with China, India, Russia, Middle Eastern partners, the U.N., and NATO countries on political, military and economic issues related to Afghanistan and Pakistan.

From 2014 to 2017, Singh was CAP’s Vice President for National Security, where he established CAP’s Asia program and launched work on nuclear security, a major task for on U.S – India relations, and a new program on defending the internet as a force for democracy. He led CAP’s partnership with the American Enterprise Institute on democracy and the transatlantic alliance

Singh has wide experience across defense, having served as the first defense Fellow at the Center for a New American Security from 2007 to 2009 after several years at the Pentagon, where he was the first director for partnership strategy. He helped develop and secure passage by Congress of several legal authorities for global defense partnerships. He also served at the U.S. Mission to the United Nations and chaired the DoD missile technology working group for the “Next Steps in the Strategic Partnership” with India. Prior to joining DoD, Singh ran a five-country Ford Foundation program on South Asia. He also reported on the Sri Lankan civil war for the Voice of America.

Singh was awarded the Department of Defense Medal for Distinguished Civilian Service in 2012 and Department of State Superior Honor Awards in 2006 and 2012. He is a Fellow of Columbia University and a graduate of the University of California at Berkeley and Columbia University. Singh publishes widely, from the Washington Post to Foreign Affairs, and is a highly sought out speaker and commentator on television and radio. He lives with his family and some horses, cows, chickens and about two hundred thousand bees on a small farm in northern Virginia.

Ambassador Marcelle M. Wahba was appointed by the board of directors on December 10, 2014 to serve as the first president of the Arab Gulf States Institute in Washington. Prior to her appointment as president, Wahba led DerMar International, LLC, a consulting firm focused on assisting American businesses seeking to establish or expand their presence in the Middle East. Consulting assignments included PineBridge Investments, Booz Allen Hamilton, the Department of Defense, and Northrop Grumman.

Wahba retired from the U.S. Department of State in May 2008, class of Minister Counselor, after a 22-year career spent mostly in the Middle East. Wahba was confirmed as ambassador to the United Arab Emirates in October 2001. She received the White House Presidential Meritorious Service Award for her service in the UAE and was decorated with the UAE’s Order of Independence. Her Washington assignments included serving at the Pentagon as the foreign affairs advisor to the chief of staff of the U.S. Air Force and as the deputy at the National War College of the National Defense University at Fort McNair.
